3 Green and Low-Carbon Projects Applied by Industrial Bank Were Approved with China CDM Fund Concessional Loan

On April 21, 2021, China Clean Development Mechanism Fund Management Center (hereinafter referred to as “the Management Center”) issued Reply Letter to approve the CDM concessional loans to 3 projects, including Fanchang Haichuang Cement Kiln Comprehensive Utilization of Solid Waste Project of Fanchang Haichuang Environmental Technology Co., Ltd., Guangdong Huadian Shaoguan Lechang Wushan 100MW Wind Power Plant Project of Shaoguan Pingshi Power Plant Co., Ltd. (Factory B) and Comprehensive Environmental-Protection New Energy Power Generation and Smart Micro-grid Power Supply and Distribution Project of Shenzhen Higreen Environmental Co., Ltd.

All the above projects were guaranteed by Industrial Bank. The 3 projects received loans of RMB 133.97 million in total and the loan interest rate is 58.75 points lower than the basis of the LPR (Loan Prime Rate) on the contract-signing date. Loan term of 2 projects is 5 years and the other is 3 years. It’s estimated that the 3 projects can leverage social capital of RMB 1,044 million.

ⅠFanchang Haichuang Cement Kiln Comprehensive Utilization of Solid Waste Project of Fanchang Haichuang Environmental Technology Co., Ltd.

The project was approved with a loan of RMB 21.97 million and is guaranteed by demand financing guarantee issued by Industrial Bank to the Management Center.

The construction site of the project is located in the factory of Anhui Digang Conch Cement Co., Ltd., Digang Town, Fanchang County, Wuhu City, Anhui Province. The main content of the project is to dispose municipal and industrial sludge.

The project belongs to the category of comprehensive utilization of resources. It mainly disposes municipal and industrial sludge in 10 cities including Wuhu City and the surrounding districts and counties under the jurisdiction of the cities. The poject has significant public welfare benefits. Implementing the project will improve the capabilities of solid waste disposal, pollution control, and ecological construction of the Wuhu City and surrounding areas, generating significant environmental and social benefits.

ⅡGuangdong Huadian Shaoguan Lechang Wushan 100MW Wind Power Plant Project of Shaoguan Pingshi Power Plant Co., Ltd. (Factory B)

The project was approved with a loan of RMB 69 million and is guaranteed by demand financing guarantee issued by Industrial Bank to the Management Center.

The construction site of the project is located in Lechang City, Shaoguan, Guangdong Province. The project is to build a wind farm with a total installed capacity of 100MW, including installing 28 wind turbines with a capacity of 2.5MW each turbine, 10 wind turbines with a capacity of 3.0MW each turbine, and constructing booster equipment and supporting lines and etc.

The project belongs to the category of clean energy development and utilization. Through developing and utilizing natural wind resources to generate electricity, it can effectively reduce the use of fossil fuels such as coal, reduce the emissions of various air pollutants and ash generated during the combustion process of coal, and realize greenhouse gas emissions reduction. Wind power, as an effective supplement to green power and energy supply, is conducive to alleviating the pressure of environmental protection in the power industry, promoting the sustainable development of the regional economy, and further achieving significant social benefits.

ⅢComprehensive Environmental-Protection New Energy Power Generation and Smart Micro-Grid Power Supply and Distribution Project of Shenzhen Higreen Environmental Co., Ltd.

The project was approved with a loan of RMB 43 million and is guaranteed by demand financing guarantee issued by Industrial Bank to the Management Center.

The construction site of the project is located in Longgang District, Shenzhen City. The main content of the project is to build a new biomass power plant that can process 200 tons of garbage per day, and comprehensively dispose and recycle the organic waste in the nearby agricultural product logistics park. After the completion of the project, it will process 200 tons of organic waste on a daily basis for the park; produce approximately 8,300 cubic meters of biogas per day;  generate  approximately 16,600 kilowatt hour per day through the combined heat and power unit; and process waste residue mud on a daily basis with around 5,000 tons of solid organic fertilizer and 50,000 tons of liquid organic fertilizer produced every year.

The project belongs to the category of comprehensive utilization of resources. It adopts biomass energy technology to realize power generation with waste and can also produce organic fertilizers, which could effectively reducing environmental pollution caused by organic waste while also realizing efficient resource utilization by turning waste into treasure, and generating significant greenhouse gas emissions reduction benefits.
