2020 Post-Loan On-Site Inspection of Clean Development Concessional Loan Projects in Implementation Was Fully Completed

In order to strengthen the post-loan management and prevent possible risks during the implementation of clean development concessional loan projects, in July 2020, China Clean Development Mechanism Fund Management Center (hereinafter referred to as “the Management Center”) carried out post-loan on-site inspections. At present, the inspection has been fully completed.
The inspection was by the arrangement of the Management Center, with the assistance and supervision of provincial finance bureaus and related institutions, and carried out by third-party professional institutions. The focus of the inspection was on the construction progress, operating status, financial status and credit standing and other issues of the 71 projects during implementation period. The financial status, business situation, and guarantee performance of the 4 cooperative guarantee agencies were also inspected.
The inspection involved a large number of projects, wide coverage, and was also affected by the Covid-19 epidemic. The provincial finance bureaus and related institutions have overcome difficulties such as high pressure from epidemic prevention and control, heavy workloads and staff shortage, actively cooperated and made comprehensive arrangements to effectively ensure all-sided inspection work and full coverage of projects in implementation. The inspection benefits the Management Center to further learn about the operation status of the projects in implementation, and provides strong support for the CDM Fund to better prevent project risks and ensure fund security, and have better performance in future post-loan management.
