Practice the Spirits of the 19th National Congress of CPC Prevent and Resolve Major Risks

—— Post-loan on-site inspection on projects under operation in Shandong Province

Under the guidance of the spirits of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”).

From August 30th to September 1st, the Management Center and Shandong Province Finance Bureau carried out post-loan on-site inspection on three undergoing projects according to post-loan management procedures for clean concessional loan projects. These projects are Energy-Saving and Environmental Protection Promotion and Utilization Project (hereinafter referred to as “Phrase 1 Project”) of Weihai Public Transport Group CO., Ltd (hereinafter referred to as “Weihai Public Transport”), Green New Energy Bus Promotion and Utilization Project (hereinafter referred to as “Phrase 2 Project”) of Weihai Public Transport, and Energy-Saving and Environmental Protection Promotion and Utilization Project of Rongcheng Urban and Rural Public Transport CO., Ltd (hereinafter referred to as “Rongcheng Public Transport”). The three projects can facilitate the promotion of new energy buses, speed up low-carbon development of public transport industry and reduce emissions of vehicle exhaust, especially oxides, PM2.5 and other pollutants, thus further improve air quality of urban areas, lead citizens to transport in a low-carbon and clean way and elevate the city’s overall image as a tourist-friendly one.

The Management Center adopted ways of visiting the progress of on-site project construction, holding seminars with project units and checking relevant materials to carefully review the basic conditions of project owners, capital arrival and utilization conditions, project construction status, financial status, operation condition and credit status of project enterprises and capital security of the CDM fund.

Vehicles purchased under the above 3 projects share unified appearance and are tidy and clean and running in good condition. Project owners of Phrase 1 and Phrase 2 Projects of Weihai Public Transports possess mature smart public transport system, which is able to realize bus real-time dispatch and monitor and operation. What’s more, building up smart electronic bus stops creates more convenient and efficient transport conditions. Currently, roads in urban areas have basically fully-covered by electronic stops. Rongcheng Public Transport keeps improving local infrastructures as opened urban and rural public transport routes, which realized integrated operation of urban and rural public transport, and introduced policies for public good, such as half ticket price for elders aged among 60 to 64, and free ticket for elders with an age of no less than 65 and disabled soldiers and the disabled. After adjustment and optimization, Rongcheng City initially formed a public network form featured as “connecting to downtown areas, smooth transport among towns, covering rural areas, joining urban railways and direct access to scenic spots.”

By inspection, the loan capital from the CDM Fund to the above three projects was fully funded. So far, they are under normal operation and loan interest payment is made on time. Besides, clean energy buses were purchased in total planned number and all put into use.
