Practice the Spirits of the 19th National Congress of CPC Enhance Risk-Prevention Awareness

—— Post-loan on-site inspection on projects under operation in Shanxi Province

Under the guidance of the spirits of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”).

From July 11 to 13, the Management Center and Shanxi Province Finance Bureau carried out post-loan on-site inspection on two projects according to post-loan management procedures for clean concessional loan projects. These two projects are Qi County Natural Gas Utilization Extension Project of Shanxi Province Qi County Jiyuan Natural Gas CO., Ltd (hereinafter referred to as “Jiyuan Natural Gas”) and 200,000-Ton Straw Comprehensive Utilization Project of Jinzhong Demu Agriculture Development CO., Ltd (hereinafter referred to as “Jinzhong Demu”). The projects belong to the category of energy-saving and energy efficiency enhancement, and waste comprehensive utilization respectively.

The Management Center adopted ways of visiting the progress of on-site project construction, holding seminars with project units and checking relevant materials to carefully review the basic conditions of project owners, capital arrival and utilization conditions, project construction status, financial status, operation condition and credit status of project enterprises and capital security of the CDM fund.

By inspection, the loan capital of the CDM Fund for Jiyuan Natural Gas Project has been in place. Currently, project is under normal operation and loan interest is being paid normally. Upstream gas source is transmitted to sub-stations of project owner and then to local stations for sale after being filtered, measured and pressure-regulated. The pressure regulating equipment used by local stations adopts SCADA system, which enables it to conduct automated data collection and monitoring.

Construction of this project is at the benefit of realizing the replacement of coal, liquefied petroleum gas and other fuels by natural gas, so as to reduce greenhouse gas emissions and achieve comprehensive utilization of energies, showing significant environmental and social benefits. 

It was found by inspection that loan capital of the CDM Fund for the Jinzhong Demu Project was fully funded. By now the project is operating normally and payment for loan interest is made on time. Starting with fodder processing, the project uses straw as raw material to process major project fodder and realizes circular economic chain by cow breeding, beef rearing and biogas production. It has advantages over single animal husbandry or agriculture.

Implementation by this project can increase utilization efficiency of straw, avoid straw stalk rot or greenhouse gas emissions produced by uncontrolled burning. Besides, surrounding peasant households utilize the biogas produced by the project to take place of coal, thus help to cut down the emission of carbon dioxide, possessing good environmental and social benefits.
