Practice the Spirits of the 19th National Congress of CPC Enhance Risk-Prevention Awareness

——Post-loan on-site inspection on projects under operation in Jilin Province

Under the guidance of the spirits of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”).

From July 12 to 13, the Management Center and Jilin Province Finance Bureau carried out post-loan on-site inspection on Daily Disposal of 200-Ton Sludge Reconstruction and Expansion Project of Jilin Province Dongliao County Sun and Moon Star Organic Fertilizer CO., Ltd (hereinafter referred to as “Sun and Moon Star Organic Fertilizer”) according to post-loan management procedures for clean concessional loan projects. This project belongs to the category of resource comprehensive utilization.

The Management Center adopted ways of visiting the progress of on-site project construction, holding seminars with project units and checking relevant materials to carefully review the basic conditions of project owners, capital arrival and utilization conditions, project construction status, financial status, operation condition and credit status of project enterprises and capital security of the CDM fund. Currently, the project is under normal operation. Loan capital has been fully funded and put into project construction as schedule. Sludge disposal equipment, biogas fermentation equipment and other auxiliary equipment purchased under the project have all been installed and put into utilization. Besides, sludge disposal and organic fertilizer production lines are functioning normally.

By utilizing sludge, straws, animal wastes and other raw materials to produce organic fertilizers, the project turns waste into wealth and convert harm into benefit. And it decreases power consumption by using biogas produced in the course of producing organic fertilizers to reduce water content of sludge.
