-- Post-loan on-site inspection on projects under operation in Guangxi Zhuang Autonomous Region

Under the guidance of the spirits of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”).

From June 26 to 28, the Management Center and Department of Finance of Guangxi Zhuang Autonomous Region, carried out post-loan on-site inspection on three projects. They are Daxin County Xialei Hydro-Power Station Project of Guangxi Water Resources & Electric Power Group Co., Ltd. Daxin Power Generation Sub-Company (hereinafter referred to as “Daxin Power Generation”), LNG Clean Energy Bus Purchase Phrase 1 Project (hereinafter referred to as “Nanning Public Transport Phrase 1”) and Phrase 2 Project (hereinafter referred to as “Nanning Public Transport Phrase 2”) of Nanning Public Transport LLC according to management procedures of projects that granted with the CDM concessional loan.

The Management Center adopted ways of visiting the progress of on-site project construction, holding seminars with project units and checking relevant materials to carefully review the basic conditions of project owners, capital arrival and utilization conditions, project construction status, financial status, operation condition and credit status of project enterprises and capital security of the CDM fund.

By inspection, it was found that the loan for the project was fully funded and interest payment is going on regularly. And the Daxin Power Generation Project is now under normal operation. Plants are clean, standard and under exclusive monitoring and maintenance. It was found by the check that water was sufficient and the 3 power generation units were operating at full loan all day around. The product under this project is in simple structure and generated power is directedly integrated into the Southern Grid. Financial status of Guangxi Water Resources & Electric Power Group, the project owner, is also normal. Realizing carbon reduction through the replacement of fire by water to generate power, the project can further promote the development of hydroelectric and other renewable energy industries, showing great environmental and social benefits.

By inspection, it was found that the fund loan for Nanning Public Transport Phrase 1 and Phrase 2 projects was fully funded, and the purchase of LNG clean energy buses was finished and they were already put into use. Currently, the project is under normal operation and repayment of loan interest is going on normally as well. The vehicles purchased under the projects are clean, unified in appearance and operating well. By utilizing clean energy and new energy buses, and enhancing the optimization of public transport network, the projects increase transport capacity. Besides, by opening customized public transport routes, micro-circular routes and special routes for important holidays, the project can better satisfy the travel demand of citizens, thus elevate the coverage rate of public transport network and service quality. What’s more, LNG, as quality fuel for clean energy buses, has many advantages over gas and diesel vehicles, such as high calorific value, full burning, less-pollutant emissions and long motor service life. The carbon monoxide content can be decreased by more than 90%, hydrocarbon can be cut down by over 40% and noise be lowered by 40% or more. Utilization of clean energy will decrease benzene, olumbum, dust and other solid particulates in vehicle exhaust, thus can further improve urban atmospheric environment and enhance life quality of citizens. While at the same time, the project can contribute to the promotion and application of energy vehicles in Nanning and the development of public transport of Nanning.
