CDM Concessional Loan Granted to Longhua County Central Heating Heat Source Relocation and Expansion Project by Hebei Province Chengde Longxiao Heatin

The Management Center approved a clean development concessional loan to Longhua County Central Heating Source Relocation and Expansion Project by Hebei Province Chengde Longxiao Heating Co., Ltd. on February 28, 2018. The concessional loan to the project was RMB 50 million yuan and can lever private capital of RMB 120 million yuan. It is estimated to reduce carbon emissions by 6,433 tCO2e annually.

The central heating system is an important part of the infrastructure of a city and reflects the economic and social development level of the city. Developing urban central heating has become a basic policy in the urban construction in China. As the national environmental requirements for the heating production and supply industry become stricter, and more users are being included in the central heating network in the urban area of Longhua County, Chengde City, the existing heat supply source cannot meet the demand of the urban development of the county any longer. The project mainly includes installing 2 sets of 70MW hot-water boilers and connecting them to the existing primary heating network of pipes with appropriate adjustment. By building the central heating source to replace the old inefficient and outdated boilers, it can improve energy efficiency and reduce fuel consumption, and therefore reduce greenhouse gas emissions.
