Three Projects Were Granted CDM Concessional Loans in Inner Mongolia

The Management Center approved clean development concessional loans to the Biomass Comprehensive Utilization Project by Xin Thai Group Tuquan County Xinguang Heating & Power Co., Ltd., Erguena City Central Heating Project by Erguena City Xing Tong Heating Co., Ltd. and Formaldehyde-free Medium and High Density Fiberboard Production Project made out of straws instead of woods with annual output of 240,000 m3 by Bayan Nur City Hetao Water Group Limited on December 4 2017. The concessional loans to the three projects totaled RMB 201 million and lever private capital of RMB 850 million. The estimated carbon emission reduction will be 56.3457 tCO2e.

1. Inner Mongolia: Biomass Comprehensive Utilization Project by Xin Thai Group Tuquan County Xinguang Heating & Power Co., Ltd.

As the urbanization of Tuquan County, Hinggan League, Inner Mongolia speeds up, the new housing area keeps increasing, and so does the heating demand. As the only central heating supplier in Tuquan County, Xinguang Heating & Power has four sets of traditional coal-fired boilers, and these boilers can no longer meet the growing demand. Consequently, it has become one of the top priorities in improving the local living standards to expand the central heating capacity and update the heating equipment and technology. The project mainly includes installing two sets of 75t/h high temperature and high pressure circulating fluidized bed boilers and two sets of 15MW condensing turbine generator units. By using biomass to generate power and provide heating, it can reduce the greenhouse gases emission during the decaying or uncontrolled burning of straws, and by replacing coal-fired power plants in the grid of North China and coal-fired boilers, it can reduce fossil fuel consumption and thereby reduce greenhouse gases emission. The project was granted a concessional loan of RMB 68 million. 

 

2. Inner Mongolia：Erguena City Central Heating Project by Erguena City Xing Tong Heating Co., Ltd.

Erguena City is a county-level city in Inner Mongolia. As its urban area continues to expand, the heating demand of its residents also increases. At present, Erguena City still uses a relatively large proportion of distributed small boilers for heating. These small boilers are outdated and cause heavy pollution and affect people's living standards. The project mainly includes installing 4 sets of 58MW circulating fluidized bed boilers and 8 heat exchange stations and 19.5km ancillary heating-supply pipelines. By establishing the central heating source to replace the inefficient small boilers in the area, it can improve energy efficiency and reduce fuel consumption, and thus lower greenhouse gas emission. The project was granted a concessional loan of RMB 68 million.

   

3. Inner Mongolia: Formaldehyde-free Medium and High Density Fiberboard Production Project Made out of Straws instead of Woods with Annual Output of 240,000 m3 by Bayan Nur City Hetao Water Group Limited

Bayan Nur, a prefecture-level city in Inner Mongolia, is an important crop planting base and is rich in resources. In recent years, as the fuel structure has changed in the rural area, more and more straws are left unused. A mass of straws are just abandoned incineration without a right way to deal with. The project mainly includes installing three production lines of formaldehyde-free medium and high density fiberboards that are made out of straws instead of woods with the annual output of 80,000m3 each, as well as the finished parts storage, warehouse, thermal energy workshop, defibrator, molding workshop and ancillary facilities. It can reduce the greenhouse gases emission during the decaying or burning of straws. By using straws instead of woods to make panels, it protects the forest and contributes to carbon storage. The project was granted a concessional loan of RMB 65 million.
