Practice the Spirits of the 19th National Congress of CPC Enhance Risk-Prevention Awareness

--Post-loan on-site inspection on on-going projects in Shanxi Province

Following the guidance of the spirits of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”), so as to strictly prevent financial risks in the low-carbon transformation of enterprises.

On November 29th, the Management Center and Shanxi Provincial Finance Bureau carried out post-loan on-site inspection on the on-going project of the 1st Class Water-Resistant Medical Glass (Electrical Furnace) Clean Production and Construction Project of Shanxi Ruicheng Hongguang Pharmaceutical Packaging Industry Co. Ltd. The project is about energy conservation and energy efficiency enhancement.

Glass capacitance technology is the most advanced melting and production technology in the world, as it adopts the way of heating by electricity to melt and produce glass products and gains a thermal efficiency of over 80%. Compared with traditional flame furnace, which has a thermal efficiency of 30%, this technology has advantages such as low resource consumption, low energy-consuming cost and stable production quality. So it’s in favor of glass-production enterprises to enhance product quality, lower energy consumption and eliminate environmental pollution. Through research and development on independent intellectual property right and by transformation and extension on the basis of original flame furnace production line, Hongguang Pharmaceutical first realized the production of 1st class water-resistant medical glass by whole capacitance glass melting furnace in domestic pharmaceutical packaging industry.

The Management Center adopted ways of on-site inspection of production line transformation, workshop with project owner and checking relevant information files to carefully review the basic conditions of project owner, the fund arrival and utilization conditions, project construction status, financial status, operation condition and credit status of project enterprises and capital security of the CDM fund. The management of project owner is regular, the production plant is clean and the production lines are functioning well at a relatively-high automatic level. The transformation of production lines supported by the loan of the CDM Fund is completed. By utilizing advanced electric furnace to produce medical glass tubes, the project can effectively help to reduce the consumption of coal and energy. No waste water or residue is produced in the production process. The produced broken glass and waste bottles can all be recycled as production raw materials.
