Three Projects Were Granted the CDM Fund Concessional Loan in Shanxi, Shandong and Gansu Province

On November 8th 2017, China CDM Fund Management Center approved the concessional loan applications of Shanxi Lixin Chemical Co., Ltd. for the Off-Gas Carbon Black Production Comprehensive Utilization and Energy Conservation Transformation Continued Construction Project; Shandong Dongying Public Transport Automobile Company for the Energy Conservation and Environmental Protection Promotion and Application Project; and Gansu Tianshui Xitong Public Transportation (Group) Co., Ltd. for the Clean Energy and New Energy Purchase Project. The projects are granted with a total loan of RMB 133 million and will leverage social capital of RMB 345 million, with estimated carbon reduction of 37,644 tCO2e every year. 

(Ⅰ) Off-Gas Carbon Black Production Comprehensive Utilization and Energy Conservation Transformation Continued Construction Project of Shanxi Lixin Chemical Co., Ltd.

Carbon black, a kind of carbon, is produced under the condition when the air is deficient thus causes organics to go through thermal decomposition or be unable to be fully burnt. Carbon black is the important material for rubber products and also the indispensable material for printing oil, coating, plastic and other industries. Traditional carbon black production consumes large amounts of energy and produces enormous toxic off-gas, which if directly discharged into the air, will cause not only air pollution but also energy waste. The project is mainly about conducting energy-saving transformation of the other 4 carbon black production lines based on the successful energy-saving and technical transformation pilot project implemented by the Company in 2014. The project utilizes the large amounts of off-gas produced during production to take place of smokeless carbon, crude tar and other fuels to provide fuels for production lines, so as to optimize the fuel production mix of the carbon black and finally reduce greenhouse gas emissions. The project was granted with a loan of RMB 15 million.

(Ⅱ) Energy Conservation and Environmental Protection Promotion and Application Project of Shandong Dongying Public Transport Automobile Company

Dongying is a prefecture-level city of Shandong Province. In recent years, with the rapid increase of the number of motor vehicles, the carbon dioxide emission is on the rise year by year. As a result, the air pollution in urban areas changes to the mix pollution of soot and vehicle exhaust instead of the single soot pollution. All this put the urban environment under severe threat. Urban public transportation on the one hand is responsible for general public transport means, on the other hand should play a leading role in energy-saving and emission reduction efforts. This project is mainly about purchasing 415 plug-in hydraulic hybrid buses, blade electric buses and gas-fueled buses from 2014 to 2018 to replace the traditional diesel-fueled buses. The project will effectively lower vehicle energy consumption, cut down discharge of exhaust and thus realize greenhouse gas emission reduction. The project was granted with a loan of RMB 68 million.

(Ⅲ) Clean Energy and New Energy Purchase Project of Gansu Tianshui Xitong Public Transportation (Group) Co., Ltd.

Tianshui is a prefecture-level city of Gansu Province. In recent years, the rapid-increasing vehicle ownership and the number of vehicles running on roads lead to increasingly serious traffic jam and increasing discharge of vehicle exhaust. All this produce severe influence on urban environment quality. As a long distance and large numbers of passenger carry capacity, urban public transportation should be the major choice for citizens to move around. Developing green buses can leverage a significant role to improve air quality and ease traffic congestion. This project is mainly about purchasing 220 gas-fueled buses and plug-in hydraulic hybrid buses each with a length of about 10 meters to take place of the traditional diesel-fueled buses. The project will effectively lower vehicle energy consumption, cut down discharge of exhaust and thus realize greenhouse gas emission reduction. The project was granted with a loan of RMB 49.5 million.
