Practice the Spirit of the 19th National Congress of CPC Prevent and Resolve Major Risks

-- Post-loan on-site inspection on on-going projects of Hebei Province

Following the spirit of the 19th National Congress of CPC, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center positively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”), with the aim to practice the spirit of the 19th National Congress of CPC through effective measures and solid promotion.

From November 9th to 10th, the Management Center carried out post-loan on-site inspection on the on-going Power Generation by Comprehensive Utilization of Blast Furnace Gas Project of Hebei Wu’an Yuhua Steel Co., Ltd. (hereinafter referred to as “Yuhua Steel”) and the Lithium Battery Production Line with 40 Million Amp-hr Annual Production Capacity Phrase I Project of the Hebei Yinlong New Energy Co., Ltd. (hereinafter referred to as “Hebei Yinlong”). The projects are about energy conservation and energy efficiency enhancement, energy-saving equipment, and material manufacturing.

While in production, the blast furnace gas discharged by iron and steel enterprises contains large amounts of combustible and toxic gas. So if directly discharged into the air, it will cause severe environment pollution and energy waste. Yuhua Steel takes advantage of abundant blast furnace gas to generate power, which not only effectively reduces the discharge and diffusion of gas from steel factories, and the carbon dioxide emission produced by thermal power generation, but also enhances the stability of power supply by iron and steel enterprises, cuts down extra-purchased amounts of power of enterprises and lowers production costs of enterprises, so as to formulate an industrial pattern that can achieve circular development.

New energy vehicle, especially the pure electric vehicle, play a significant role in reducing carbon dioxide emission, hence it is regarded as the future of the vehicle. Lithium battery doesn’t contain elements that can cause pollution to the environment, like Cadmium, Lead and Mercury, so it is widely applied into electric vehicle and other industries. Lithium battery products of Hebei Yilong are mainly applied to electric buses to replace buses that consume traditional fossil fuels, so as to cut down greenhouse emissions. Meanwhile, the implementation of the projects provided more than 900 employment opportunities and played a good demonstration in motivating the development of local industries.

The Management Center carried out post-loan on-site inspection with focus on the basic conditions of project owners, fund arrival and usage, project construction status, financial status, operation condition and credit status of project enterprises and capital security of our fund. The two projects operate normally.
