Practice the Spirit of the 19th National Congress of CPC Consciously Guard Against all Kinds of Risks

Under the guidance of the spirit of the 19th National Congress of CPC and practice the important indication about We must do more to guard against all kinds of risks addressed by General Secretary Xi, China Clean Development Mechanism Fund (hereinafter referred to as “the CDM Fund”) Management Center actively carried out post-loan on-site inspection on clean development concessional loan projects of the CDM Fund (hereinafter referred to as “the CDM concessional loan”), using actual actions to support enterprises’ transition to low-carbon mode, and thus achieves development featured as higher quality and efficiency and more sustainable.

During December 8th to 10th, the Management Center and Hainan Provincial Finance Bureau carried out post-loan on-site inspection on the on-going Boeing 737NG Aircraft Winglet Add Project and Boeing 787 Aircraft Motor Upgrade Project of the Hainan Airlines Holdings Co., Ltd. (hereinafter referred to as “the Hainan Airlines”). The projects are about energy conservation and energy efficiency enhancement.

The aircraft industry not only consumes large amounts of fuel oil, but also discharges enormous carbon emission. By technical transformation of aircrafts can increase fuel oil utilization efficiency and cut down oil consumption, so as to finally achieve emission reduction. The Boeing 737NG Aircraft Winglet Add Project of the Hainan Airlines successfully reduces fuel oil consumption. It’s the first such project in China and sets a good example for the civil aviation field. Other civil aviation companies begin to add winglets to their aircrafts or directly purchase aircrafts with added winglets. Besides, Hainan Airlines upgraded and transformed aircraft motors, which will also cut down oil consumption. According to the actual operation results, each aircraft, after being added with winglets, 260 tons’ fuel oil can be saved on annual basis; and the motor of each aircraft, after being upgraded and transformed, 503.7 tons of fuel oil can be saved, achieving a nearly 2% drop in fuel oil consumption.

During the post-loan on-site inspection, the Management Center checked the basic conditions of project owners, capital arrival and utilization conditions, fund loan principal and interest payment status, and the counter-guarantee measure implementation condition of the loan capital. No exceptional conditions were found and the enterprise is running under normal conditions. After the check, it’s found that the implementation of the projects can help save fuel oil and reduce greenhouse gas emissions, which is at the favor of promoting the green and low-carbon development of domestic aircraft industry.
