Three Projects Were Granted CDM Concessional Loan in Hebei, Fujian and Shanxi Province

On July 7, 2017, the Management Center approved concessional loan to the New Energy Bus Purchase and Charging Pile Construction Project by Hebei Province Qinhuangdao Public Transportation Co., Ltd, Smart Valley (Quanzhou) E-commerce Industry Base Warehouse Logistics Construction Project by Fujian Province Smart Valley Investment Co., Ltd and Pingshang Coal Industry Methane Electrical Generation and Cogeneration Project by Shanxi Province Qinshui County Lanjin Methane Electrical Generation Co., Ltd. RMB 1,550 million loans are provided to the 3 projects with leverage social capital of RMB 9,230 million. It’s estimated to reduce carbon dioxide emission by 459,423 tCO2e annually.

(Ⅰ) New Energy Bus Purchase and Charging Pile Construction Project by Hebei Province Qinhuangdao Public Transportation Co., Ltd

In recent years, with the rapid development of Qinhuangdao urban construction, vehicles are increasing greatly, which is causing more and more environmental pollution. Bus, as a main public transportation, can utilize the road resources effectively, which can reduce environmental pollution of exhaust emission. Hence, Expanding public transportation is very important. The project replaces diesel-powered buses with new energy-powered buses, which can effectively reduce energy consumption and exhaust emission and further decrease greenhouse gas emission. This project was granted with a loan of RMB 65 million.

(Ⅱ) Smart Valley (Quanzhou) E-Commerce Industry Base Warehouse Logistics Construction Project by Fujian Province Smart Valley Investment Co., Ltd

Breaking barriers among regions and monopoly and building up an open third party logistics system to society service is an effective method and strategy to facilitate the high-efficient and low-cost circulation of commodities. In recent years, logistics industry has become a new growth point of national economy. The project is about building 12 high-efficient logistics circulation warehouses and supporting facilities within the Smart Valley (Quanzhou) E-Commerce Industrial Base. By optimizing freightage mode, the project cuts down the freightage distance, reduces fuel consumption, so as to achieve energy conservation and emission reduction. The project was granted with a loan of RMB 65 million.

(Ⅲ) Pingshang Coal Industry Methane Electrical Generation and Cogeneration Project by Shanxi Province Qinshui County Lanjin Methane Electrical Generation Co., Ltd.

Coal-bed Methane (CBM), commonly known as “gas of coal mine”, is a kind of non-regular natural gas existing in coal beds and surrounding rocks and is associated with coal resource. After CBM is burnt, discharge the exhaust gas directly into air will cause adverse impact on environment and waster resources. The fully burnt CBM, its heat of combustion equals to that of natural gas and nearly no waste gas. Hence, CBM electrical generation is one of the most effective methods of utilizing this clean energy and reducing environment pollution. The major aim of this project is to newly construct methane electrical generator sets, heat recover steam generators, condensing steam turbine generator units, and electrical, thermal-control, civil engineering and ancillary facilities and so on. The project adopts fuel gas-steam combined circular generator sets to take place of traditional coal-fired power plants to generate electricity, thus can reduce energy consumption and greenhouse gas emissions. The project was granted with a loan of RMB 25 million.
