Ministry of Finance Dispatched Special Funds of 8 Billion RMB to Prevent and Control Air Pollution

According to China’s fiscal budget for 2014, the central government will allocate 10 billion RMB as special funds to prevent and control atmospheric pollution. On May 16, 2014, approved by the State Council, Ministry of Finance dispatched special funds of 8 billion RMB to Beijing-Tianjin-Hebei Region, Yangtze River Delta and Pearl River Delta to support their air pollution control campaigns. This is expected to enhance the efforts taken and facilitate the work done by the local governments so that the vision of restoring blue sky and clean clouds can be realized sooner. Among the three regions, Beijing-Tianjin-Hebei Region is highlighted. The rest 2 billion yuan will hold till a proper time in the second half year, mainly used for Beijing-Tianjin-Hebei Region and its surrounding areas.

Following the reform requirements of the State Council to reduce examining and approving procedures, and also for the purpose of ensuring corresponding rights and obligations in air pollution control, the special funds are issued in blocks rather than projects. In addition, the local authorities, as required by Ministry of Finance, should report on the distribution and usage of the funds to both Ministry of Finance and Ministry of Environmental Protection who can thus put on records and urge them to use the funds on major and key projects, thus ensuring the funds’ usage efficiency.
