Signing ceremony of the first entrust loans of clean development convened in Nanjing

On 20th September 2011, the Department of Finance of Jiangsu province and the CDM Fund Management Center jointly organized the signing ceremony of the first batch of clean development entrust loan projects in Nanjing. Pan Yonghe, Director-General of the department, and Chen Huan, Director-General of the center, participated in and addressed the ceremony. Also present in the ceremony were finance departments of county level and representatives from project enterprises. The ceremony was chaired by Deputy Director-General general Song Yiwu.
On the ceremony, Mr. Pan on behalf of the Department of Finance of Jiangsu province and Mr. Chen on behalf of CDM Fund signed the contracts of clean development entrust loans. According to the contracts, five enterprises including Hengtong Cable company would totally obtain 200 million yuan. This was the largest loans provided for single province up till now.
Mr. Chen said that the five projects, selected from dozens of projects, better reflected technological innovation, energy conservation and emission reduction and economic transformation. Meanwhile, Department of Finance offered 50% interest discount, which not only ushered in cooperation between local public finance and CDM fund but also set an example for future cooperation.
Mr. Chen said that CDM Fund was willing to work with Jiangsu Finance Department to carry out extensive and deep cooperation in low carbon field. He also expressed his hope that finance departments of all levels could utilize their experience in managing loans from World Band and Asia Development Bank to give full play to the loans’ guidance effect. Hopefully more and more social capital would flow to energy conservation and emission reduction in Jiangsu, and contribute to economic structure change and the fulfillment of energy saving and emission reduction goals in the 12th Five-year Plan.
Mr. Pan pointed out that developing low carbon economy was an achievement at contemporary era with long-term benefits enjoyed by the future generation. Clean Development, technological innovation and low carbon economy were important symbols of Jiangsu economic transformation, and major contents of “Eight Programs” of the province. The signing ceremony marked the formal implementation of clean development entrust loans, and offered references for future projects.
Deputy director general Song Yiwu later signed loan transfer contracts with local finance departments. After the signing, director Chen and deputy general Song received the interview of Jiangsu TV and broadcasting station.
The signing ceremony was a starting point for the cooperation between CDM Fund and local finance departments. Such cooperation played a significant role in promoting independent innovation, industrial transformation, economic development change, and comprehensive, coordinated and sustainable development of the whole society. Both parties would take this an opportunity to deepen beneficial cooperation for the establishment of “two-oriented society”.
