“Technical Regulation for Assessing Project GHG Emission Reduction” project started

On July 27th, “Technical regulation for assessing project GHG emission reduction effect” project launching meeting was held in Beijing, jointly organized by China CDM Fund and China National Institute of Standardization (hereinafter referred as CNIS). Deputy Director-General Chen Huan and Wang Zhongmin, president of CNIS participated in and addressed the meeting. Also present were 35 experts from over 20 units including industrial management institutions, consultancy and environment exchange.
President Wang pointed out that this was the first business meeting since the National Emission Reduction Standardization Technical Union was established in March. The technical regulation that would be discussed was likely to be the first standard of the union. Wang also expressed his thanks to CDM Fund for its supporting the work of union.
Deputy Director-General Chen said that the 12th Five-year Plan regarded response to climate change as a major way to transform economic development path. CDM Fund, as a new mechanism for addressing climate change, would endeavor to promote this undertaking. Recently, CDM Fund has requested to carry out assessments of carbon emission reduction in projects it supported, and committed to cooperate with other institutions and experts to promote the research and utilization of standard related to carbon emission reduction.
With the development of businesses, CDM Fund imperatively needs carbon emission accounting standards that were applicable and conformed to international standards. At present, CDM Fund is working with some institutions to advance the research on standardization, which has yielded some results. With the support of the union and CNIS, the research on technical regulation has been listed in the work plan of union.
During the meeting, experts spoke highly of the initial results of technical regulation project, and put forward valuable suggestions on policies, implementation, etc. They hoped the official application of the regulation as early as possible.
