1.Brief Introduction

The project named the District Heating and Cooling System in the Core Area of Shanghai Zhangjiang Hi-tech Park, Pudong New Area. The project is developed in two phases. The energy scheme of Phase 1is: direct-fired lithium bromide absorption chiller + electric refrigeration + ground-source heat pump + chilled water thermal storage; the energy scheme of Phase 2 is: distributed energy supply + lithium bromide absorption chiller + electric refrigeration + ground-source/air-source heat pump + chilled water thermal storage.

2. Project Approval

The Application Report and the EIA (Environmental Impact Assessment) Report of the project and other required procedures of the project have been officially approved by the government.

3. Basis of Environmental and Social Management

The basis of the management are as follows:

C. Handbook of Project Social and Environmental Risk Management of China CDM Fund from China CDM Fund Management Center

4. Environmental and Social Impacts and Mitigation Measures

Regarding the environmental and social impacts during construction and operation period, the risk is medium and rated as Category B.

A. Environmental Impacts

a. Construction Period

Elements might influence the environment as follows:dust pollution and transportation emission, construction wastewater, noise etc.

b. Operation Period

There’s no significant negative influence on environment.

B. Social Impacts

a. Construction Period

There’s no significant negative influence on society.

b. Operation Period

There’s no significant negative influence on society.

The Zhangjiang New Energy Company has taken mitigation measures corresponding to the impact elements. Besides, the Administrative Committee has established complaints and appeals mechanism for the industrial park. The company abides by the appeal mechanism in the industrial park. It has obtained the British Lloyd's ISO9001, ISO14001, OHSAS18001 Occupational Health and Safety Management System Certification and has passed continuous supervisions and audits. The company has established a protection system on labor health and safety. There is significant positive influence on resource efficiency and pollution control.

5. Implementation of Environmental and Social Management

The project so far goes smoothly without any occurrence of major environmental and social risks and accidents.

6. Appeal Mechanism

A. The Administrative Committee has established complaints and appeals mechanism.
