2017 CDM Concessional Loan Projects Management Training Course for Local Finance Bureaus Held in Zhenjiang

China Clean Development Mechanism Fund Management Center (hereinafter referred to as the management center) and the Cadre Education Center of Ministry of Finance jointly held 2017 CDM Concessional Loan Projects Management Training for Local Finance Bureaus in Zhenjiang, Jiangsu Province from April 11th to 13th of 2017. Mo Xiaolong and Wang Ning, Deputy Directors General of the Management Center attended the training course. More than 150 participants of the financial bureaus from 33 provinces (autonomous regions and municipalities), cities specifically designated in the state plan, as well as the relevant staff from local fiscal units, and some project owners attended the training course.

At the opening ceremony, Deputy Director General (DDG) Mo Xiaolong delivered the speech. He mentioned the requirements in Report on Government Work presented by Premier Li Keqiang during the Two Sessions recently: to take solid and effective steps to cut overcapacity; make room for clean energy development; make major efforts to develop green finance; effectively strengthen environmental protection and make our skies blue again. DDG Mo stressed, supports from CDM should accord closely with the priorities mentioned above. We should fully recognize the importance of the CDM investments; stick to the main channel of fiscal administration and promote the pilot work of market-oriented innovation; and further enhance project management to lay a solid foundation for the business development of the CDM Fund. He expected the training to be an opportunity to further propel the development of the CDM Fund.

During the training, the Project Investment Department of the Management Center introduced the CDM Fund and its business and explained the examination and approval process of the CDM concessional loans, the scope and standards of the loan applications, as well as the post-loan management. They also presented the project cases. The Risk and Performance Department and Financial Department of the Management Center explained the risk management, performance assessment, funds management and management fees in relation to the concessional loans projects respectively. Moreover, experts from Beijing HTMRV Consulting Co., Ltd. gave the lecture on how to prepare the budget report on carbon emission reduction.

The finance bureaus of Henan and Shanxi Province shared their experience with all the other participants. Finance Bureau of Henan Province mainly explained the several forms of counter-guarantee and gave tips on how to handle it. Finance Bureau of Shanxi Province focused on the key practices of the management of the concessional loan projects. In addition, the training also arranged discussions after each part. The participants said that the training helped to improve the efficiency of the project application work. 

At the end of the training, DDG Wang Ning summarized the training. He said, in view of the current situation, we should stick to the problem-oriented approach, advance steadily and develop response plans to actively deal with problems in relation to the system and mechanism. We should develop suitable solutions for the problems, particularly by integrating resources for specific purposes, take the opportunity of innovation to promote transformation and realize development in the course of transformation. He also said the concessional loan business would not develop without the hard work of every each finance bureau, and he looked forward to a new level of concessional loan business with common efforts.
