Five Projects Granted the CDM Concessional Loans in Shaanxi, Jilin, Henan and Shanxi Privince

On March 16, 2017, the Management Center approved the concessional loan applications of Baoji Thermal Power Co., Ltd., Shaanxi Province for the Central Heating for LongShanYaJu Affordable Housing Phase II and III Project; Dongliao County RiYueXing Organic Fertilizer Co., Ltd., Jilin Province for the Sludge Disposal Upgrade and Expansion Project with daily capacity of 200 Tons; Gantang New Energy Co., Ltd., Shanxian County for Shanxian County Sanjiaodi Mountain 19.8MWp Distributed Photovoltaic Power Generation Project; Urban and Rural Gas and Heating Co., Ltd., Houma City for Houma City Co-generation Heat Supply Project Phase II for Dongcheng New District and Luxi District; and Puxin Power Generation Co., Ltd., Xiangfen County for Biomass (straw) Power Generation Project with capacity of 2×15MW. The total loans to the five projects are RMB 248 million and will leverage private capitals of RMB 833 million, with the estimated carbon emission reduction of 258,624tCO2e every year. 

(1) Shaanxi Province: The Central Heating for LongShanYaJu Affordable Housing Phase II and III Project by Shaanxi Province Baoji Thermal Power Co., Ltd.

In recent years, as the city of Baoji continues expanding, the heating demand rises significantly. This project is launched to address the inadequate heating capacity and improve the heating supply in order to meet the local demand. It will replace the inefficient individual small boilers scattered in the city with efficient large boilers to improve energy efficiency and reduce fuel consumption and greenhouse gas emission. The project is granted a concessional loan of RMB 50 million.

(2) Jilin Province: The Sludge Disposal Upgrade and Expansion Project with Daily Capacity of 200 Tons by Jilin Province Dongliao County RiYueXing Organic Fertilizer Co., Ltd.

The rapidly increasing amount of urban sewage brings more sludge. And the disposal of sludge has always been a weak link in our sewage treatment plants. The project mainly includes transforming the current workshops and storehouse, building the new sludge disposal workshop and facilities, and acquiring the sludge disposal and methane fermenting equipment. It uses the sludge to produce fertilizers and methane, which reduces the emission of methane from the conventional disposal way of sludge, and further generates heat and power with the methane as an alternative to fossil fuel, cutting down the greenhouse gas emission. The project is granted a concessional loan of RMB 55 million.

(3) Henan Province: Shanxian County Sanjiaodi Mountain 19.8MWp Distributed Photovoltaic Power Generation Project by Shanxian County Gantang New Energy Co., Ltd.

In order to reduce fossil fuel consumption and improve the environment to achieve the sustainable development of the economy and society, China has actively developed and utilized clean renewable energy sources such as solar energy. The photovoltaic industry, an important way to harness solar energy, has developed fast in recent years and brought prospects. The project mainly includes building a distributed photovoltaic power generation field with installed capacity of 19.8MWp and auxiliary facilities. Once completed, it is estimated to have the average annual electricity production of 25.619 million kWh. It uses solar photovoltaic power generation to replace fossil fuel power generation, which will reduce fossil fuel consumption and reduce carbon emission. The project is granted a concessional loan of RMB 63 million.

(4) Shanxi Province: Houma City Co-generation Heat Supply Project Phase II for Dongcheng New District and Luxi District by Houma City Urban and Rural Gas and Heating Co., Ltd.

Houma City, located in the south of Shanxi Province, has a temperate and monsoon climate with clearly distinct seasons. As the urban area of Houma City expands, more area is covered with buildings. However, the central heating infrastructure obviously lags behind the demand of the urban development. The area not covered by central heating still use small boilers fired by coal for heating supply. This project will build 81 heating stations and is able to supply heat to an area of 8.32 million square meters.  It uses central heating to replace the inefficient coal-fired small boilers scattered in the area to effectively reduce the comprehensive energy consumption and emissions of carbon dioxide emission and other waste gas and residue, thus saving energy and reducing emission. The project is granted a concessional loan of RMB 50 million.

(5) Shanxi Province: Biomass (straw) Power Generation Project with Capacity of 2×15MW by Shanxi Province Xiangfen County Puxin Power Generation Co., Ltd.

Biomass energy is the fourth largest energy source in the world after coal, petroleum and natural gas. It is renewable and plays an important part in the energy system. The project mainly includes installing 2×75t/h biomass direct combustion boilers and 2×15MW direct air cooling turbine generators and auxiliary facilities. Once completed, it is estimated to produce electricity of 140 million kWh with the heat supply area of 865,000 square meters annually. It uses biomass to generate power instead of coal and uses the excess heat for heating supply, which can effectively increase energy supply and reduce emissions of CO2 and other pollution. The project is granted a concessional loan of RMB 30 million.
