National Development and Reform Commission says it’s going to explore and practice the negative list system of energy conservation appraisal agencies. It will announce to the public regularly unqualified energy conservation appraisal agencies and penalize appraisal agencies that violate related rules and regulations.
Last December, according to energy saving assessment documents and energy saving examination review comments, NDRC inspected 16 investment projects of fixed assets in 8 provinces as to the implementation of energy conservation review opinions. Most of the projects meet the requirements through their preliminary design, construction and operation stages. However, there are also some problems that cannot be ignored. Relevant projects have been demanded by NDRC to make rectifications within a time limit.
